Kota Tebing Tinggi terdiri atas 5 (lima) Kecamatan, yaitu:
a. Kecamatan Padang Hulu;
b. Kecamatan Rambutan;
c. Kecamatan Padang Hilir;
d. Kecamatan Bajenis; dan
e. Kecamatan Tebing Tinggi Kota.
