Aspek pelaku sebagaimana dimaksud dalam Pasal 4 ayat (1) merupakan Pelaku Ekspor yang meliputi:
a. usaha mikro, kecil, dan menengah;
b. usaha menengah berorientasi Ekspor;
c. koperasi; dan
d. pelaku usaha lainnya.
