(1) Serikat pekerja/serikat buruh berhak membentuk dan menjadi anggota federasi serikat pekerja/serikat buruh. (2) Federasi serikat pekerja/serikat buruh dibentuk paling sedikit oleh 5 (lima) serikat pekerja/ serikat buruh.
