Mengubah Keputusan PRESIDEN Nomor 251 Tahun 1967 sebagaimana telah beberapa kali diubah, terakhir dengan Keputusan PRESIDEN Nomor 10 Tahun 1971 sebagai berikut :
1. Pada Pasal 1 ditambah ketentuan menjadi Nomor urut 11 dan Nomor urut 12 yaitu :
11. Nyepi (Tahun Baru Saka);
12. Waisak
2. Ketentuan Pasal 5 dihapus, sehingga Pasal 6 lama menjadi Pasal 5 baru.
